In case of an out-of-tree build with the CMake build
system the path to crypto_config.h has to be defined
as the path to mbedtls_config.h. Add this possibility
tp generate_query_config.pl.

Add usage information to the ARGV-incorrect-length error
message in generate_query_config.pl. A plain usage message
looks a bit incongruous when raised as an error, but the
error message alone is unhelpful.

As a result, the copyright of contributors other than Arm is now
acknowledged, and the years of publishing are no longer tracked in the
source files.
Also remove the now-redundant lines declaring that the files are part of
MbedTLS.

As the SSL programs, like ssl_client2 and ssl_server2, are dependent on
SSL and therefore about to be removed, the only consumer of query_config
is the query_compile_time_config test. As such, it makes sense to move
query_config to be next to what uses it.
