Adjust where to set absolute path for MBEDTLS_TEST_OUTCOME_FILE
as it's supposed to set its absolute path after all possible
value assignment.

If the environment variable MBEDTLS_TEST_OUTCOME_FILE is set,
the test outcome file records each test case in a single line
with the format of
PLATFORM;CONFIGURATION;compat;TEST CASE DESCRIPTION;RESULT;[CAUSE]
- CONFIGURATION comes from MBEDTLS_TEST_CONFIGURATION to record
configuration of each test case
- PLATFORM is either set by users or calculated from test
platform
- RESULT is one of PASS, FAIL or SKIP. If test case fails,
srv_out/cli_out follows as FAILURE CAUSE.

Zero is the minimum value defined by the spec, just because the internal
implementation treats zero and one as the same thing does not mean that other
implementations will also do so.

Test case description is printed by different block of code. This
causes code maintenance harder since we need to maintain two parts
of code with same functionality. print_test_title is used to
control test case description in compat.sh

Test case description in compat.sh is in format of
[ogm]->[ogm] TLSmode, VERIFY CIPHERSUITE_NAME
This program calls compat.sh to list all potential test case
descriptions then checks test case duplication.

The option --list-test-case lists all potential test cases without
executing them. The test case description is identical with $TITLE
during test case execution.

With this change, "--list-components" will not list
"build_armcc" on the system which is not installed
with Arm Compilers.

Test that MBEDTLS_PSA_CRYPTO_PLATFORM_FILE and
MBEDTLS_PSA_CRYPTO_STRUCT_FILE can be set to files in a directory that comes
after the standard directory in the include file search path.

This moslty focus on tests using "server5*" cerificate. Several cases
are taken into account depending on:
- TLS version (1.2 or 1.3)
- server or client roles

Restore same PSK length enforcement in
conf_psk and set_hs_psk, whether the
negotiated protocol is TLS 1.2 or TLS 1.3.

This is done to solve the problem with memory leak when pake abort status is forced. In this case the driver/build-in abort function was not executed.
After failure core clears the operation object and no successive abort call is possible.

Adapt pake test (passing NULL buffers is not allowed).
Passing the null buffer to psa_pake_output results in a hard fault.
