47bed30b95 ci: bump ossf/scorecard-action to v2.5.0 
Scorecard fails on every push: v2.4.0 pulls its image from gcr.io,
which has been retired ("denied: This API method requires billing").
The Scorecard v5.6.0 release notes ask action users to upgrade
to v2.5.0 or later, which pull from ghcr.io.
Supersedes #1659 (v2.4.3).

9e60ed77ed ci: pin cmake-test.yml actions to commit SHAs 
cmake-test.yml was the last workflow referencing actions by tag.
They are now pinned to commit SHAs with a version comment, like in other workflows,
so Dependabot keeps updating them.
SHAs checked against upstream tags :
checkout v6.0.2, setup-msbuild v3.0.0, actions-setup-cmake v2.2.0.

oss-fuzz.yml keeps CIFuzz at @master, as documented by OSS-Fuzz :
the action builds on a floating base image (gcr.io/oss-fuzz-base/cifuzz-base),
so a pin wouldn't freeze what runs, and would silently age.
A comment now says so.

4de4d5f425 ci: test meson shared library build with MSVC 
With MSVC, link.exe only generates the import library (lz4.lib)
when the DLL exports at least one symbol, which requires LZ4_DLL_EXPORT=1
to be defined when compiling the library sources.

The meson build computes this define, but between 6c1a39e7 and 198e5323
it was not passed to library(), resulting in a DLL without exports,
and a `meson install` failure ("File 'meson\lib\lz4.lib' could not be found").
This regression shipped in v1.9.4 and was reported in #1078.

It went unnoticed because the only meson CI job runs on Linux,
where the define has no effect. MinGW wouldn't catch it either,
since ld exports all symbols when none are explicitly marked dllexport.

This new job builds the shared library with MSVC (--vsenv locates
Visual Studio, no VS Command Prompt needed), installs it,
and checks that lz4.lib is present.

7b6b0e5d9a ci: test freestanding target selection on mismatched host/target 
The freestanding test is only valid for x86_64 Linux targets,
but tests/Makefile selects it based on the host (uname),
while freestanding.c selects its code path based on the compiler's target.

When the two disagree, the test binary is linked with -nostdlib
but without any _start, and crashes.

Add CI coverage for both mismatch scenarios:
- 32-bit target on 64-bit host (CC="$CC -m32")
- non-x86_64 cross-compiler on x86_64 host (all QEMU targets)

These tests are expected to fail until the Makefile is fixed (#1464).

5ae301bb18 ci: run the OSS-Fuzz helpers unit test 
Run `make -C ossfuzz test` in the Fuzzer Tests job.
The fuzz helpers are otherwise only compiled by OSS-Fuzz, never checked,
which is how FUZZ_dataProducer_retrieve32() returned a single byte for years.

2cc0d16e2e ci: let CMake select the Visual Studio generator on windows-latest 
The windows-latest runner label now resolves to the windows-2025-vs2026
image, which ships Visual Studio 2026 only, so configuring with the
hard-coded "Visual Studio 17 2022" generator fails with
"could not find any instance of Visual Studio".

Drop the explicit -G and keep -A x64: without -G, CMake selects the
newest Visual Studio installed, so the job follows future runner image
updates without further edits.

1cc2834a59 ci: reduce OSS-Fuzz runtime from 300s to 100s per sanitizer 
- Reduces total OSS-Fuzz CI time from 15 minutes to 5 minutes
- 100 seconds is sufficient to validate OSS-Fuzz integration scripts
- Saves ~10 minutes per CI run while maintaining functionality

7e0a8d1cbf Add comprehensive CMake build system testing workflow 
- Validates CMake improvements across multiple platforms and versions
- Tests default build type configuration (Release as default)
- Tests configurable LZ4_DEBUG_LEVEL (0-8) with CMake GUI support
- Tests Debug builds default to LZ4_DEBUG_LEVEL=1, Release to 0
- Tests parallel build race condition fixes for symlink creation
- Tests installation and package config generation
- Tests external project integration via find_package()
- Ensures CMake version compatibility (3.5 to latest)
- Provides comprehensive regression testing for CMake changes

Triggers on pushes to 'dev', 'release', and any branch containing 'cmake'
