Implement XML_SAVE_NO_INDENT to disable and XML_SAVE_INDENT to enable
indenting regardless of the global xmlIndentTreeOutput.

Implement XML_SAVE_EMPTY to enable empty tags regardless of the global
xmlSaveNoEmptyTags.
