Viktor Szakats 505f7b2b06 SECURITY.md: use GitHub PVR as the channel for security reports, drop email

Emails became practically unmanageable. There are many duplicate
reports, often reporting multiple issues per email. Figuring out who
reported what in what order is a challenge, and easy to confuse or miss.
It's also next to impossible to track the status and progress of each
reported issue.
