DRC c83ead3a11 Limit packed-pixel dimensions to 65500x65500 Pt. 2 ...

Normally the packed-pixel image writers are guarded by the JPEG
decompressor's dimension checks, but that isn't the case when the
writers are invoked by tj3SaveImage*().  This commit also adds a unit
test to verify that both the readers and writers limit image dimensions
appropriately.
