Bartosz Golaszewski d7d6ae8dd4 bindings: python: release the GIL in chip_get_info() ...

Other methods that call into the C library (chip_get_line_info,
chip_watch_line_info, etc.) properly release the GIL with
Py_BEGIN_ALLOW_THREADS/Py_END_ALLOW_THREADS, but chip_get_info() was
missed. Add the missing GIL release for consistency and to avoid
blocking other Python threads during the ioctl.
