Bartosz Golaszewski 2ef334303f bindings: python: add missing release to the changelog ...

CHANGELOG.md must now be updated on every python bindings release just
like what we do with the top-level NEWS file. As the existing
description applies to v2.5.0, set the version now that this release is
tagged.
