(output_lbrk_rules_as_tables): Update rule LBP12a as specified by https://www.unicode.org/reports/tr14/tr14-57.html. (get_wbp): Update such that uniwbrk/wbrkprop.txt comes out as expected. (output_casing_rules): Allow codes up to 0xFFFFF.
