if platform memchr is broken, per Debian bug 521737.
* m4/strcasestr.m4 (gl_FUNC_STRCASESTR_SIMPLE): React to broken
memchr.
* m4/memchr.m4 (gl_FUNC_MEMCHR): Only expand once.
