03c3f38b55 Implement a way to opt out from MSVC support.
This is useful for Emacs.

* modules/msvc-nothrow (configure.ac): Invoke gl_MODULE_INDICATOR.

Rationale:
Microsoft renamed the "Win32 API" to "Windows API", as it is available
on both 32-bit and 64-bit Windows systems.
But in gnulib, we treat Cygwin like a Unix platform, therefore the main
line of distinction is between "native Windows" on one side and Unix/
POSIX systems on the other side. More details in

fdccb1c31b pipe: be robust in face of closed fds
* lib/pipe.c (create_pipe): Closed standard descriptors in parent
should cause child to misbehave.
* modules/pipe-tests: New module.
* tests/test-pipe.c: New file.
* tests/test-pipe.sh: New file.
