AC_REPLACE_FUNCS. Move AC_LIBOBJ invocation from here...

strtoul: remove dependency on strtol
...
This is so that 'configure' need not check for strtol merely because
the application needs strtoul.
* modules/strtoul (Files): Add lib/strtol.c.
(Depends-on): Remove strtol.
