doc: mention yet more cygwin 1.7 status

* doc/posix-functions/fexecve.texi (fexecve): Now implemented in
cygwin.
* doc/glibc-functions/execvpe.texi (execvpe): New file.
* doc/gnulib.texi (Glibc unistd.h): Mention it.
