Rename module netdb to netdb-h.

* tests/test-netdb-h.c: Renamed from tests/test-netdb.c.
* tests/test-netdb-h-c++.cc: Renamed from tests/test-netdb-c++.cc.
* doc/posix-headers/netdb.texi: Update.
