Adhemerval Zanella 6cc992412c alpha: Provide wait4 for static library [BZ #27150] ...

This ia regression from 09153638cf, versioned_symbol acts as
weak_alias for !SHARED but it is undefined to avoid non versioned
alias from the generic implementation.

Checked with a build for alpha-linux-gnu.
