Rajalakshmi Srinivasaraghavan 2f47198b04 powerpc64: Remove old strncmp optimization 
This patch cleans up the power4 strncmp optimization for powerpc64 which
is unlikely to be used anywhere.

Tested on ppc64le with and without --disable-multi-arch flag.
