[GLIBC_2.1]: Add _hurd_proc_init. * hurd/Makefile [versioning] (routines): Add compat-20. (shared-only-routines): Likewise. * hurd/hurdinit.c (_hurd_new_proc_init): Renamed from _hurd_proc_init.
