Adhemerval Zanella 2fd580ea46 powerpc: Remove unused dl-procinfo.h ...

The _dl_string_platform is moved to hwcapinfo.h, since it is only used
by hwcapinfo.c and test-get_hwcap internal test.

Checked on powerpc64le-linux-gnu.
