							Update copyright dates with scripts/update-copyrights

						...

						I used these shell commands:
../glibc/scripts/update-copyrights $PWD/../gnulib/build-aux/update-copyright
(cd ../glibc && git commit -am"[this commit message]")
and then ignored the output, which consisted lines saying "FOO: warning:
copyright statement not found" for each of 6694 files FOO.
I then removed trailing white space from benchtests/bench-pthread-locks.c
and iconvdata/tst-iconv-big5-hkscs-to-2ucs4.c, to work around this
diagnostic from Savannah:
remote: *** pre-commit check failed ...

							y2038: linux: Provide __timespec_get64 implementation

						...

This patch provides new instance of Linux specific timespec_get.c file placed
in ./sysdeps/unix/sysv/linux/.
When compared to this file version from ./time directory, it provides
__timespec_get64 explicit 64 bit function for getting 64 bit time in the
struct __timespec64 (for compilation using C11 standard).
Moreover, a 32 bit version - __timespec_get internally uses
__timespec_get64.
The __timespec_get is now supposed to be used on systems still supporting 32
bit time (__TIMESIZE != 64) - hence the necessary conversion to 32 bit struct
timespec.
Internally the timespec_get uses __clock_gettime64. This patch is necessary
for having architectures with __WORDSIZE == 32 Y2038 safe.
Build tests:
./src/scripts/build-many-glibcs.py glibcs
Run-time tests:
- Run specific tests on ARM/x86 32bit systems (qemu):
  https://github.com/lmajewski/meta-y2038 and run tests:
  https://github.com/lmajewski/y2038-tests/commits/master
Above tests were performed with Y2038 redirection applied as well as without
to test proper usage of both __timespec_get64 and __timespec_get.

							Use clock_gettime to implement timespec_get.

						...

timespec_get is the same function as clock_gettime, with an obnoxious
coating of NIH painted on it by the ISO C committee. In addition to
the rename, it takes its arguments in a different order, it returns 0
on *failure* or a positive number on *success*, and it requires that
all of its TIME_* constants be positive. This last means we cannot
directly reuse the existing CLOCK_* constants for it, because
those have been allocated starting with CLOCK_REALTIME = 0 on all
existing platforms.
This patch simply promotes the sysdeps/posix implementation to
universal, and removes the Linux-specific implementation, whose
apparent reason for existing was to cut out one function call's worth
of overhead.
Checked on x86_64-linux-gnu, i686-linux-gnu, powerpc64le-linux-gnu,
powerpc64-linux-gnu, powerpc-linux-gnu, and aarch64-linux-gnu.

This patch consolidate the Linux vDSO define and usage across all ports

{INLINE/INTERNAL}_VSYSCALL macros are moved to a common header
sysdep-vdso.h and vDSO name declaration and prototype is defined
using a common macro.
Also PTR_{MANGLE,DEMANGLE} is added to ports that does not use them
for vDSO calls (aarch64, powerpc, s390, and tile) and thus it will
reflect in code changes. For ports that already implement pointer
mangling/demangling in vDSO system (i386, x32, x86_64) this patch
is mainly a code refactor.

Now that files using __ASSUME_* macros have been made by
<https://sourceware.org/ml/libc-alpha/2014-06/msg00543.html > to
include <kernel-features.h> directly, any include from a file not
using __ASSUME_* macros can safely be removed (as there will no longer
be some other file relying on indirect inclusion via a header from
which the include is being removed).
This patch removes such unnecessary kernel-features.h includes.
Tested x86_64 that disassembly of installed shared libraries is
unchanged by this patch, except for line numbers in calls to
__assert_fail from libc.so and ld.so.
