9b5e138f2b linux: Avoid shifting a negative signed on POSIX timer interface 
The current macros uses pid as signed value, which triggers a compiler
warning for process and thread timers.  Replace MAKE_PROCESS_CPUCLOCK
with static inline function that expects the pid as unsigned.  These
are similar to what Linux does internally.

Checked on x86_64-linux-gnu.

581c785bf3 Update copyright dates with scripts/update-copyrights 
I used these shell commands:

../glibc/scripts/update-copyrights $PWD/../gnulib/build-aux/update-copyright
(cd ../glibc && git commit -am"[this commit message]")

and then ignored the output, which consisted lines saying "FOO: warning:
copyright statement not found" for each of 7061 files FOO.

I then removed trailing white space from math/tgmath.h,
support/tst-support-open-dev-null-range.c, and
sysdeps/x86_64/multiarch/strlen-vec.S, to work around the following
obscure pre-commit check failure diagnostics from Savannah.  I don't
know why I run into these diagnostics whereas others evidently do not.

01bd62517c Remove tls.h inclusion from internal errno.h 
The tls.h inclusion is not really required and limits possible
definition on more arch specific headers.

This is a cleanup to allow inline functions on sysdep.h, more
specifically on i386 and ia64 which requires to access some tls
definitions its own.

No semantic changes expected, checked with a build against all
affected ABIs.

7c7671767e linux: Use 64-bit time_t syscall on clock_getcputclockid 
The syscall __NR_clock_getres_time64 (for 32-bit) or __NR_clock_getres
(for 64-bit) is used as default.  The 32-bit fallback is used iff
__ASSUME_TIME64_SYSCALLS is not defined, which assumes the kernel ABI
provides either __NR_rt_sigtimedwait (32-bit time_t).

Since the symbol does not use any type which might be affected by the
time_t, there is no need to add a 64-bit variant.

Checked on x86_64-linux-gnu and i686-linux-gnu (on 5.4 and on 4.15
kernel).

bc2eb9321e linux: Remove INTERNAL_SYSCALL_DECL 
With all Linux ABIs using the expected Linux kABI to indicate
syscalls errors, the INTERNAL_SYSCALL_DECL is an empty declaration
on all ports.

This patch removes the 'err' argument on INTERNAL_SYSCALL* macro
and remove the INTERNAL_SYSCALL_DECL usage.

Checked with a build against all affected ABIs.

7b5af2d8f2 Finish move of clock_* functions to libc. [BZ #24959] 
In glibc 2.17, the functions clock_getcpuclockid, clock_getres,
clock_gettime, clock_nanosleep, and clock_settime were moved from
librt.so to libc.so, leaving compatibility stubs behind.  Now that the
dynamic linker no longer insists on finding versioned symbols in the
same library that originally defined them, we do not need the stubs
anymore, and this means we don't need GLIBC_PRIVATE __-prefix aliases
for most of the functions anymore either.  (clock_gettime still needs
one.)  For ports added before 2.17, libc.so needs to provide two
symbol versions for each, the default at GLIBC_2.17 plus a compat
version matching what librt had.

While I'm at it, move the clock_*.c files and their tests from rt/ to
time/.

11b076bbae Remove stray includes of kernel-features.h. 
Now that files using __ASSUME_* macros have been made by
<https://sourceware.org/ml/libc-alpha/2014-06/msg00543.html> to
include <kernel-features.h> directly, any include from a file not
using __ASSUME_* macros can safely be removed (as there will no longer
be some other file relying on indirect inclusion via a header from
which the include is being removed).

This patch removes such unnecessary kernel-features.h includes.

Tested x86_64 that disassembly of installed shared libraries is
unchanged by this patch, except for line numbers in calls to
__assert_fail from libc.so and ld.so.

89fb683558 Fix symbol definitions for __clock_* functions 
__clock_gettime and other __clock_* functions could result in an extra
PLT reference within libc.so if it actually gets used.  None of the
code currently uses them, which is why this probably went unnoticed.

37db69de1d clock_getcpuclockid: delete unused HAS_CPUCLOCK 
In commit 26889eacc2 (Remove
__ASSUME_POSIX_CPU_TIMERS), all users of HAS_CPUCLOCK were
dropped.  Punt the fallback definition too.
