Save a jmp on the lock path coming from an initial failure in
pthread_spin_lock.S. This costs 4-bytes of code but since the
function still fits in the same number of 16-byte blocks (default
function alignment) it does not have affect on the total binary size
of libc.so (unchanged after this commit).
pthread_spin_trylock was using a CAS when a simple xchg works which
is often more expensive.
Full check passes on x86-64.
I used these shell commands:
../glibc/scripts/update-copyrights $PWD/../gnulib/build-aux/update-copyright
(cd ../glibc && git commit -am"[this commit message]")
and then ignored the output, which consisted lines saying "FOO: warning:
copyright statement not found" for each of 7061 files FOO.
I then removed trailing white space from math/tgmath.h,
support/tst-support-open-dev-null-range.c, and
sysdeps/x86_64/multiarch/strlen-vec.S, to work around the following
obscure pre-commit check failure diagnostics from Savannah. I don't
know why I run into these diagnostics whereas others evidently do not.

The current approach is to do this optimizations at a higher level,
in generic code, so that single-threaded cases can be specifically
targeted.
Furthermore, using IS_IN (libc) as a compile-time indicator that
all locks are private is no longer correct once process-shared lock
implementations are moved into libc.
The generic <lowlevellock.h> is not compatible with assembler code
(obviously), so it's necessary to remove two long-unused #includes.
