Add pthread_getname_np and pthread_setname_np for Hurd
...
We use thread_get_name and thread_set_name to get and set the thread
name, so nothing is stored in the thread structure since these functions
are supposed to be called sparingly.
One notable difference with Linux is that the thread name is up to 32
chars, whereas Linux's is 16.
Also added a mach_RPC_CHECK to check for the existing of gnumach RPCs.

htl: Respect GL(dl_stack_flags) when allocating stacks
...
Previously, HTL would always allocate non-executable stacks. This has
never been noticed, since GNU Mach on x86 ignores VM_PROT_EXECUTE and
makes all pages implicitly executable. Since GNU Mach on AArch64
supports non-executable pages, HTL forgetting to pass VM_PROT_EXECUTE
immediately breaks any code that (unfortunately, still) relies on
executable stacks.

htl: Let Mach place thread stacks
...
Instead of trying to allocate a thread stack at a specific address,
looping over the address space, just set the ANYWHERE flag in
vm_allocate (). The previous behavior:
- defeats ASLR (for Mach versions that support ASLR),
- is particularly slow if the lower 4 GB of the address space are mapped
inaccessible, as we're planning to do on 64-bit Hurd,
- is just silly.

htl: Fix cleaning the reply port
...
If any RPC fails, the reply port will already be deallocated.
__pthread_thread_terminate thus has to defer taking its name until the very last
__thread_terminate_release which doesn't reply a message. But then we
have to read from the pthread structure.
This introduces __pthread_dealloc_finish() which does the recording of
the thread termination, so the slot can be reused really only just before
the __thread_terminate_release call. Only the real thread can set it, so
let's decouple this from the pthread_state by just removing the
PTHREAD_TERMINATED state and add a terminated field.

and then ignored the output, which consisted lines saying "FOO: warning:
copyright statement not found" for each of 7061 files FOO.
I then removed trailing white space from math/tgmath.h,
support/tst-support-open-dev-null-range.c, and
sysdeps/x86_64/multiarch/strlen-vec.S, to work around the following
obscure pre-commit check failure diagnostics from Savannah. I don't
know why I run into these diagnostics whereas others evidently do not.

hurd: Add __pthread_spin_wait and use it

("htl: make pthread_spin_lock really spin") made
pthread_spin_lock really spin and not block, but the current users of
__pthread_spin_lock were assuming that it blocks, i.e. they use it as a
lightweight mutex fitting in just one int.
__pthread_spin_wait provides that support back.
