	* timezone/Makefile: Define HAVE_GETTEXT fir zdump.c, zic.c,
	ialloc.c, and scheck.c.
	* malloc/obstack.c: Always include <libintl.h> for glibc.
	* posix/getopt.c: Likewise.
	Reported by Petr Vandrovec <VANDROVE@vc.cvut.cz>.
