Add ldconfig cache tag handling for ARM hard-float ABI

* sysdeps/generic/ldconfig.h (FLAG_ARM_LIBHF): New macro.
	* elf/cache.c (print_entry): Print ",hard-float" for
	FLAG_ARM_LIBHF.
