	towlower, towupper): Add prototypes here too.  Add libc_hidden_proto.

	towlower, towupper): Add libc_hidden_weak.

	* libio/oldiopopen.c: Move #if SHLIB_COMPAT after _IO_HAVE_SYS_WAIT

	* manual/debug.texi (%MENU%): Remove trailing dot.
