Add cpp-httplib to oss-fuzz (#684 )

* *Add server fuzzer target  and seed corpus
* Add fuzz_test option to Makefile

* Fix #685

* Try to fix Github actions on Ubuntu

* Added ReadTimeoutSSL test

* Comment out `-fsanitize=address`
