Erwan Leboucher 4439322c7d refactor: extract docker back-end into act/container/docker package (#1507) ...

Pulls the docker-specific implementation out of act/container into a new act/container/docker subpackage. No functional change; pure refactor.

This is the first piece of the layered execution environment work discussed in forgejo/forgejo-actions-feature-requests#107: it makes the docker driver an importable Go package so that future VM like plug-ins (Tart, Firecracker, anything that boots a VM with Docker inside) can import it directly and reuse the inner-container plumbing instead of re-implementing it
