* NO-ISSUE: feat: migrate quayio-frontend to use build-tools submodule Add insights-frontend-builder-common as a git submodule and update Tekton pipeline configurations to use build-tools/Dockerfile instead of the custom Dockerfile. This aligns with the standard frontend-starter-app pattern for consistent build tooling across Red Hat Insights frontends.
