* mirror: Add job timeout to mirror configurations (PROJQUAY-7249)
Previous global job timeout of 5 minutes was inadequate for big images. The timeout should now be configurable in much the same way as sync is. Minimum job length is 300 seconds/5 minutes.

The PR is still work in progress.

* Fix init db, remove reference to user data in logs

* Fix tests, change repo mirror configuration

* Fix tests, make mirroring cancellable through UI

* Add cancel mirror test, change HTML document to reflect mirror timeout

* Flake8 doesn't like when '==' is used with 'None'

Introduces the following configuration flags:

FEATURE_SUPERUSERS_ORG_CREATION_ONLY:
    Limit org creation to superusers only

FEATURE_SUPERUSERS_FULL_ACCESS:
    Grant superusers read/write access to registry content in all namespaces

FEATURE_RESTRICTED_USERS:
    Users considered as restricted are not anle to create organization

RESTRICTED_USERS_WHITELIST:
    Whitelist for FEATURE_RESTRICTED_USERS

RESTRICTED_USER_INCLUDE_ROBOTS:
    Whether or not to include the user namespace's robots

RESTRICTED_USER_READ_ONLY:
    Only allow read-only operations for restricted users

* Revert superuser repositorylist endpoint

0d3ecb132e imagemirror: Add unsigned registries mirror option (PROJQUAY-3106) (#1085)
Currently when attempting to mirror a registry containing unsigned images the mirror will fail due to not finding the source signature. This is caused by the updated version of Skopeo blocking unsigned images by default. This allows users to specify the ability to pull unsigned images per-repository. The Skopeo version is also now pinned.

Base64 encodes/decodes the serialized values when storing them in the
DB. Also make sure to return a Python3 string instead of a Bytes when

a hex representation when storing the value.

In Python 3, if a class defines __eq__() but not __hash__(), its
instances will not be usable as items in hashable collections (e.g sets).

00a01bb4a6 Don't raise an exception when mirroring username/password cannot be (#253)
decrypted

From the UI perspective, we simply replace the username with text
indicating it is invalid.

For the worker, we already raise an exception and mark the mirroring
as invalid, so add a `logger.exception` so we have additional debug
information.
