Prasanth Baskar c83198c6a1 fix: stop release-2.14 builds from overwriting goharbor/photon:5.0 (#24063 )

The release-2.14.0 Build Package workflow builds an amd64-only base and
pushes it as goharbor/photon:5.0. main publishes that same tag as a
multi-arch manifest and its arm64 job pulls it, so every push to
release-2.14.0 replaces main's manifest list with a single-arch image
and main's arm64 build fails with InvalidBaseImagePlatform and
"exec /bin/sh: exec format error".

Push the release-2.14 base under its own tag, goharbor/photon:5.0-v2.14,
and build the 2.14 base images from it, the same way release-2.15.0
moved to goharbor/photon:5.0-legacy in #23360.
