Prasanth Baskar 4efe985802 fix: pin redis 7.2.11 instead of 7.2.6 in the redis base image (#24066 )

The redis base now installs redis-7.2.6-5.ph5, which is older than the
Redis that v2.13.5 shipped (7.2.11). Photon's 7.2.6-5 build does not carry
the CVE-2025-49844 fix; per the RPM changelog that landed in 7.2.11-1.

Pin redis-7.2.11-1.1.1.ph5, which is in the same repo, so this release
line does not go backwards on Redis.
