Viktor Erpylev 4067002f88 ci: retry the spectral binary download (#23984) ...

The spectral image used by `make lint_apis` fetches the binary from
GitHub Releases with a single curl call. When the download fails for a
transient reason, the image build fails and with it every CI job that
runs lint_apis: OFFLINE, APITEST_DB, APITEST_DB_PROXY_CACHE and
APITEST_LDAP. On 2026-09-21 a 504 from GitHub Releases took down the
CI of two unrelated pull requests within the same minute.

Retry the download up to five times with a five second delay before
giving up. `--retry-all-errors` also covers connection resets, which
plain `--retry` does not; curl 7.88 in the node base image supports it.
