* updated ru-ru-lang.json
* fix(i18n): add missing PROXY_CACHE_LOCAL_ON_NOT_FOUND keys to all language files
Add translated version of PROXY_CACHE_LOCAL_ON_NOT_FOUND and
PROXY_CACHE_LOCAL_ON_NOT_FOUND_TOOLTIP
* ci: add i18n key check to UI unit test pipeline
* fix(i18n): sync Russian proxy cache keys
