f153cf13ed Update RestartPolicy of container 
Add `--restart` flag for `update` command, so we can change restart
policy for a container no matter it's running or stopped.

ff3e96b827 Fix comment about swap limit of docker update 
The description "set `-1` to disable swap" is wrong, `build`,
`create` and `run` already fixed, we need to fix `update` as well.

c4af30652d Implemet docker update command 
It's used for updating properties of one or more containers, we only
support resource configs for now. It can be extended in the future.
