* chore: migrate to package.json-based linting package management

Move version definition of npm packages to
package.json & package-lock.json:
- doctoc
- markdown-link-check
- prettier

Update linting workflows.

Enable npm updating through Dependabot.
Add scripts and documentation to aid local linting.
