drh a2116f86b0 The sqlite3_str_new() interface never returns NULL, even after an OOM.

Code that uses that interface should invoke sqlite3_str_errcode() to see
if an OOM has occurred.

Loadable Extensions

Various loadable extensions for SQLite are found in subfolders.

Most subfolders are dedicated to a single loadable extension (for example FTS5, or RTREE). But the misc/ subfolder contains a collection of smaller single-file extensions.
