edace5d4f1 Require that the database handle be in autocommit mode for 
sqlite3_snapshot_get() to succeed. This is because it may open a read
transaction on the database file.

191dd06195 Revert sqlite3_enable_load_extension() to its original long-standing behavior. 
Add SQLITE_DBCONFIG_ENABLE_LOAD_EXTENSION which will enable only the C-API and
leave the SQL function disabled.
