daaae7b9d1 Update the mechanism used to keep track of what kind of syncing to do for 
WAL transaction commits and checkpoint operations.  Use the checkpoint-style
of syncing to sync the header of a new or restarted WAL file.

a58f26f93f Add experimental command "PRAGMA wal_blocking_checkpoint", which uses the busy-handler to block until all readers have finished in order to ensure the next writer will be able to wrap around to the start of the log file.

73b64e4d2e Initial code for incremental checkpoint in WAL mode. This check-in compiles 
on unix and runs as long as you do not engage WAL mode.  WAL mode crashes and
burns.  Consider this check-in a baseline implementation for getting the new
capability up and running.

7ed91f2344 Refactor wal.c to use the VFS. This check-in compiles and links and works
