780187f090 Get rid of "-encoding binary" across all test cases, as that is no longer 
supported in Tcl9.  Use "-translation binary" instead.

2dbf276e93 Update mdevtest and sdevtest to do shell builds in parallel. And only if one or more of the tcl scripts run requires it.

a690ff360b Change the error message text for SQLITE_ERROR to omit the part about 
"missing database" as that meaning is now obsolete (since approx SQLite 2.0).

11da002c02 Fix a problem in the shell tools readfile() command causing blobs to be 
truncated at the first embedded 0x00 byte in release builds, or an assert() to
fail in a debug build.
