4c7729af99 New extension ext/misc/optname.c provides the canonical mapping between 
optimization bitmaps and optimization names.  This gives a single point
of edit when there are changes.  Used by the CLI, by testfixture, and by
TH3.

67cfb59334 Fix the sha1() extension function so that it interprets zero-length 
BLOBs as BLOBs and not as NULL.  Also add a few test cases for that
