Change the name of sqlite3_atoi64 back to sqlite3Atoi64 so that it is clearly
and internal API. Modify the amalgamation to use a macro SQLITE_PRIVATE instead of the keyword "static" so the macro can be overridden to by nothing. (CVS 4124) FossilOrigin-Name: 96190cf13dd7219f483308fea92d703328aac4c7
