Summary: The C API compatibility job always fetched `main` as its baseline. On release branches, that can report false API removals for symbols that were added to `main` after the release branch was created. Select the compatibility baseline from the triggering event instead: - Pull requests use the merge target commit. - Pushes use the branch's pre-push commit. - Newly created branches or tags use `HEAD`, since they have no prior ref state to preserve. Fetch the selected commit by SHA, fail explicitly for unsupported events or missing event data, and pass the resolved baseline to `check-c-api-gen`. Also update the Makefile documentation to describe the PR and push behavior.
