Summary:

Adds a validated db_stress flag for selecting the WriteBufferManager flush policy and randomizes it in db_crashtest. Crash-test generation covers all three policies; kFlushLargestAcrossDBs automatically uses two DBs sharing one manager so the cross-DB path is exercised.
