## Summary
`ParseEntry()` exposes the components of an internal key, but constructing one with a chosen sequence number and entry type currently requires private RocksDB utilities or duplicating the encoding. Add public `EncodeEntry()` to construct a stored internal key from `ParsedEntryInfo`, including its user key, timestamp, sequence number, and entry type. Also expose `PackSequenceAndType()` and `UnPackSequenceAndType()` to work with the sequence/type footer as a `uint64_t`.
The helpers map all nine representable public entry types to their internal types and use the existing footer encoding; `EncodeEntry()` reuses the public packer. Packing `kEntryOther` or a sequence number above the 56-bit limit returns `InvalidArgument` without changing the output. Unpacking reports internal value types without a public equivalent as `kEntryOther`. Timestamp size remains the caller's responsibility, and input slices must not alias the output string. These are additive C++ utilities using the existing internal-key format.
