Peter Eisentraut a02b8bdd98 doc: Fix man page whitespace issues
Whitespace between tags is significant, and in some cases it creates
extra vertical space in man pages.  The fix is either to remove some
newlines or in some cases to reword slightly to avoid the awkward
markup layout.

<command>DROP PROCEDURE</command> removes the definition of an existing
procedure. To execute this command the user must be the
owner of the procedure. The argument types to the
procedure must be specified, since several different procedures
can exist with the same name and different argument lists.
