This is required for a follow-up commit that will add support for 8-byte TOAST values, with this function being changed so as it is able to support the largest TOAST value type available. Most of the changes in this commit are in the regression tests that use pg_column_toast_chunk_id(), that need to use some oid8-ish changes. The change is surprisingly not invasive as casts from oid to oid8 are possible (the opposite cast oid8->oid is not supported). Bump catalog version.
