Daniel Gustafsson 8e82d6610e doc: Consistently use double quotes for attrs in ulinks ...

The href attribute to the ulink is rendered with double quotes in
the <a> tag, and we use double quotes in the XML markup as well.
This fixes the two cases which used single quotes.
