0ada559187 Do some minor code refactoring in preparation for changing the APIs of
find_inheritance_children() and find_all_inheritors().  I got annoyed that
these are buried inside the planner but mostly used elsewhere.  So, create
a new file catalog/pg_inherits.c and put them there, along with a couple
of other functions that search pg_inherits.

The code that modifies pg_inherits is (still) in tablecmds.c --- it's
kind of entangled with unrelated code that modifies pg_depend and other
stuff, so pulling it out seemed like a bigger change than I wanted to make
right now.  But this file provides a natural home for it if anyone ever
gets around to that.

This commit just moves code around; it doesn't change anything, except
I succumbed to the temptation to make a couple of trivial optimizations
in typeInheritsFrom().

ca8100f9eb Add ONLY support to LOCK and TRUNCATE. By default, these commands are now
recursive.

=> Note this incompatibility in the release notes.

a0b76dc662 Create a separate grantable privilege for TRUNCATE, rather than having it be
always owner-only.  The TRUNCATE privilege works identically to the DELETE
privilege so far as interactions with the rest of the system go.

a3540b0f65 Improve our #include situation by moving pointer types away from the
corresponding struct definitions.  This allows other headers to avoid including
certain highly-loaded headers such as rel.h and relscan.h, instead using just
relcache.h, heapam.h or genam.h, which are more lightweight and thus cause less
unnecessary dependencies.

7aa772f03e Now that we've rearranged relation open to get a lock before touching
the rel, it's easy to get rid of the narrow race-condition window that
used to exist in VACUUM and CLUSTER.  Did some minor code-beautification
work in the same area, too.

Also performed an initial run through of upgrading our Copyright date to
extend to 2005 ... first run here was very simple ... change everything
where: grep 1996-2004 && the word 'Copyright' ... scanned through the
generated list with 'less' first, and after, to make sure that I only
picked up the right entries ...

d0b4399d81 Reimplement the linked list data structure used throughout the backend.
In the past, we used a 'Lispy' linked list implementation: a "list" was
merely a pointer to the head node of the list. The problem with that
design is that it makes lappend() and length() linear time. This patch
fixes that problem (and others) by maintaining a count of the list
length and a pointer to the tail node along with each head node pointer.
A "list" is now a pointer to a structure containing some meta-data
about the list; the head and tail pointers in that structure refer
to ListCell structures that maintain the actual linked list of nodes.

The function names of the list API have also been changed to, I hope,
be more logically consistent. By default, the old function names are
still available; they will be disabled-by-default once the rest of
the tree has been updated to use the new API names.

31c775adeb Restructure aclcheck error reporting to make permission-failure
messages more uniform and internationalizable: the global array
aclcheck_error_strings[] is gone in favor of a subroutine
aclcheck_error().  Partial implementation of namespace-related
permission checks --- not all done yet.

71dc300a37 The contents of command.c, creatinh.c, define.c, remove.c and rename.c
have been divided according to the type of object manipulated - so ALTER
TABLE code is in tablecmds.c, aggregate commands in aggregatecmds.c and
so on.

A few common support routines remain in define.c (prototypes in
src/include/commands/defrem.h).

No code has been changed except for includes to reflect the new files.
The prototypes for aggregatecmds.c, functioncmds.c, operatorcmds.c,
and typecmds.c remain in src/include/commands/defrem.h.
