b8ea0f675f Run regression tests with timezone America/Los_Angeles.
Historically we've used timezone "PST8PDT", but the recent release
2024b of tzdb changes the definition of that zone in a way that
breaks many test cases concerned with dates before 1970.  Although
we've not yet adopted 2024b into our own tree, this is already
problematic for people using --with-system-tzdata if their platform
has already adopted 2024b.  To work with both older and newer
versions of tzdb, switch to using "America/Los_Angeles", accepting
the ensuing changes in regression test results.

Back-patch to all supported branches.

6955bba0ed Doc: improve documentation about random().
We didn't explicitly say that random() uses a randomly-chosen seed
if you haven't called setseed().  Do so.

Also, remove ref/set.sgml's no-longer-accurate (and never very
relevant) statement that the seed value is multiplied by 2^31-1.

Back-patch to v12 where set.sgml's claim stopped being true.
The claim that we use a source of random bits as seed was debatable
before 4203842a1, too, so v12 seems like a good place to stop.

a0ffa885e4 Allow granting SET and ALTER SYSTEM privileges on GUC parameters.
This patch allows "PGC_SUSET" parameters to be set by non-superusers
if they have been explicitly granted the privilege to do so.
The privilege to perform ALTER SYSTEM SET/RESET on a specific parameter
can also be granted.
Such privileges are cluster-wide, not per database.  They are tracked
in a new shared catalog, pg_parameter_acl.

Granting and revoking these new privileges works as one would expect.
One caveat is that PGC_USERSET GUCs are unaffected by the SET privilege
--- one could wish that those were handled by a revocable grant to
PUBLIC, but they are not, because we couldn't make it robust enough
for GUCs defined by extensions.

3c49c6facb Convert documentation to DocBook XML
Since some preparation work had already been done, the only source
changes left were changing empty-element tags like <xref linkend="foo">
to <xref linkend="foo"/>, and changing the DOCTYPE.

The source files are still named *.sgml, but they are actually XML files
now.  Renaming could be considered later.

In the build system, the intermediate step to convert from SGML to XML
is removed.  Everything is build straight from the source files again.
The OpenSP (or the old SP) package is no longer needed.

The documentation toolchain instructions are updated and are much
simpler now.

1ff01b3902 Convert SGML IDs to lower case
IDs in SGML are case insensitive, and we have accumulated a mix of upper
and lower case IDs, including different variants of the same ID.  In
XML, these will be case sensitive, so we need to fix up those
differences.  Going to all lower case seems most straightforward, and
the current build process already makes all anchors and lower case
anyway during the SGML->XML conversion, so this doesn't create any
difference in the output right now.  A future XML-only build process
would, however, maintain any mixed case ID spellings in the output, so
that is another reason to clean this up beforehand.

For DocBook XML compatibility, don't use SGML empty tags (</>) anymore,
replace by the full tag name.  Add a warning option to catch future
occurrences.

bb4eefe7bf doc: Improve DocBook XML validity
DocBook XML is superficially compatible with DocBook SGML but has a
slightly stricter DTD that we have been violating in a few cases.
Although XSLT doesn't care whether the document is valid, the style
sheets don't necessarily process invalid documents correctly, so we need
to work toward fixing this.

This first commit moves the indexterms in refentry elements to an
allowed position.  It has no impact on the output.

45f64f1bbf Remove CTimeZone/HasCTZSet, root and branch.
These variables no longer have any useful purpose, since there's no reason
to special-case brute force timezones now that we have a valid
session_timezone setting for them.  Remove the variables, and remove the
SET/SHOW TIME ZONE code that deals with them.

The user-visible impact of this is that SHOW TIME ZONE will now show a
POSIX-style zone specification, in the form "<+-offset>-+offset", rather
than an interval value when a brute-force zone has been set.  While perhaps
less intuitive, this is a better definition than before because it's
actually possible to give that string back to SET TIME ZONE and get the
same behavior, unlike what used to happen.

We did not previously mention the angle-bracket syntax when describing
POSIX timezone specifications; add some documentation so that people
can figure out what these strings do.  (There's still quite a lot of
undocumented functionality there, but anybody who really cares can
go read the POSIX spec to find out about it.  In practice most people
seem to prefer Olsen-style city names anyway.)

ca4af308c3 Simplify handling of the timezone GUC by making initdb choose the default.
We were doing some amazingly complicated things in order to avoid running
the very expensive identify_system_timezone() procedure during GUC
initialization.  But there is an obvious fix for that, which is to do it
once during initdb and have initdb install the system-specific default into
postgresql.conf, as it already does for most other GUC variables that need
system-environment-dependent defaults.  This means that the timezone (and
log_timezone) settings no longer have any magic behavior in the server.

6ef2448796 Fix a whitespace issue with the man pages
There is what may actually be a mistake in our markup.  The problem is
in a situation like

<para>
 <command>FOO</command> is ...

there is strictly speaking a line break before "FOO".  In the HTML
output, this does not appear to be a problem, but in the man page
output, this shows up, so you get double blank lines at odd places.

So far, we have attempted to work around this with an XSL hack, but
that causes other problems, such as creating run-ins in places like

<acronym>SQL</acronym> <command>COPY</command>

So fix the problem properly by removing the extra whitespace.  I only
fixed the problems that affect the man page output, not all the
places.

6dcce3985b Remove unnecessary xref endterm attributes and title ids
The endterm attribute is mainly useful when the toolchain does not support
automatic link target text generation for a particular situation.  In  the
past, this was required by the man page tools for all reference page links,
but that is no longer the case, and it now actually gets in the way of
proper automatic link text generation.  The only remaining use cases are
currently xrefs to refsects.

d129255077 Set SQL man pages to be section 7 by default, and only transform them to
another section if required by the platform (instead of the old way of
building them in section "l" and always transforming them to the
platform-specific section).

This speeds up the installation on common platforms, and it avoids some
funny business with the man page tools and build process.

82a47982f3 Arrange for SET LOCAL's effects to persist until the end of the current top
transaction, unless rolled back or overridden by a SET clause for the same
variable attached to a surrounding function call.  Per discussion, these
seem the best semantics.  Note that this is an INCOMPATIBLE CHANGE: in 8.0
through 8.2, SET LOCAL's effects disappeared at subtransaction commit
(leading to behavior that made little sense at the SQL level).

I took advantage of the opportunity to rewrite and simplify the GUC variable
save/restore logic a little bit.  The old idea of a "tentative" value is gone;
it was a hangover from before we had a stack.  Also, we no longer need a stack
entry for every nesting level, but only for those in which a variable's value
actually changed.

58c41712d5 Add functions pg_start_backup, pg_stop_backup to create backup label
and history files as per recent discussion.  While at it, remove
pg_terminate_backend, since we have decided we do not have time during
this release cycle to address the reliability concerns it creates.
Split the 'Miscellaneous Functions' documentation section into
'System Information Functions' and 'System Administration Functions',
which hopefully will draw the eyes of those looking for such things.

9c2a7c2269 Apply (a somewhat revised version of) Greg Mullane's patch to eliminate
heuristic determination of day vs month in date/time input.  Add the
ability to specify that input is interpreted as yy-mm-dd order (which
formerly worked, but only for yy greater than 31).  DateStyle's input
component now has the preferred spellings DMY, MDY, or YMD; the older
keywords European and US are now aliases for the first two of these.

764f72dc82 Make EXTRACT(TIMEZONE) and SET/SHOW TIMEZONE follow the SQL convention
for the sign of timezone offsets, ie, positive is east from UTC.  These
were previously out of step with other operations that accept or show
timezones, such as I/O of timestamptz values.

f85f43dfb5 Backend support for autocommit removed, per recent discussions. The
only remnant of this failed experiment is that the server will take
SET AUTOCOMMIT TO ON.  Still TODO: provide some client-side autocommit
logic in libpq.

9cbaf72177 In the continuing saga of FE/BE protocol revisions, add reporting of
initial values and runtime changes in selected parameters.  This gets
rid of the need for an initial 'select pg_client_encoding()' query in
libpq, bringing us back to one message transmitted in each direction
for a standard connection startup.  To allow server version to be sent
using the same GUC mechanism that handles other parameters, invent the
concept of a never-settable GUC parameter: you can 'show server_version'
but it's not settable by any GUC input source.  Create 'lc_collate' and
'lc_ctype' never-settable parameters so that people can find out these
settings without need for pg_controldata.  (These side ideas were all
discussed some time ago in pgsql-hackers, but not yet implemented.)

including:

- replacing all the appropriate usages of <citetitle>PostgreSQL
...</citetitle> with &cite-user;, &cite-admin;, and so on

- fix an omission in the EXECUTE documentation

- add some more text to the EXPLAIN documentation

- improve the PL/PgSQL RETURN NEXT documentation (more work to do here)

- minor markup fixes

5aa7849e1b set.patch updates an example in ref/set.sgml to have microsecond
precision.

vacuum.patch updates ref/vacuum.sgml to explicitly state that an
exclusive lock is not obtained during normal (non-FULL) vacuum.
