Subject: [PATCH] fflush() FILE buffer to descriptor so stat call gets proper
 size in fseeko.c.

Fixed problem with pg_dump tar backups.  Only happens on platforms that
use our port/fseeko.c, which is currently BSD/OS and NetBSD.
